Each report from FY 2013-14 on includes a Performance Measurement Template, and the FY 2012-13 report uses an older format without one. The column layout changed over the period. FY 2013-14 and FY 2014-15 print a Last Value, a Current Value, and a Target Value. FY 2015-16 prints a Target Value, an Actual Value, and a Future Target Value. FY 2016-17 and FY 2017-18 print a Last Value, a Current Target Value, a Current Value, and a Future Target Value.
Measures are linked across years when the name and calculation match, or when a later report's Last Value repeats the earlier report's Current Value. All 73 of those Last Value comparisons agree once the whole-number rounding in the FY 2017-18 report is allowed for. Values for FY 2012-13 come from the Last Value column of the FY 2013-14 report.
Some values cover a period other than the state fiscal year. SNAP accuracy uses the federal fiscal year, and the federal Child and Family Services Review (CFSR) case review measures use the review periods printed in each report.
